改变命运的九次机遇
刚看完《南方人物周刊》的封面文章,《30年阶层跃动-改变命运的九次机遇》,感慨良多。
文章把高考、倒爷、打工潮、裁军、炒股、下海、留学、新经济、海选列为这30年里改变人生命运的9次机遇。我算了算,我自己赶上了其中的2次:高考和留学。但我有切身体会的还有倒爷、裁军、下海和炒股,确实改变了我身边的很多人的命运。
仔细看看这个名单,貌似除了新经济之外,其它8项都和国家政策的松动有直接的关系。中国就好像是一个喷泉,上面有很多眼。政府所做的就是不停地堵眼,只要松一个口,立刻就会有惊人的能量喷涌而出。
一直流行一个说法,叫做“国家给了我们好政策”。按照我的理解,这句话的意思就是说:本来我们都想过好日子,但国家一直不让我们过。后来国家发慈悲,看谁顺眼,就“给你一个好政策”,让你过上好日子。不知我的解释对不对?
国家马上又要出台一个“好政策”了,这就是农民的土地流转政策。其实我几个月前做的云南森林和造纸业选题就涉及到这次土地政策的一个前站–林权改革。调查了一圈下来,深感中国农村问题之复杂。同样一个政策,在一个地方能变成农民的短期套现,另一个地方就变成积极参与,第三个地方又变成了坚决抵制。我觉得,这次的土地流转政策,同样会出现各式各样的结果。
马上要出发去合肥了。我要亲眼看一看安徽的土地流转究竟是怎么做的,安徽农民的生活到底会发生怎样的变化。
